Guide to Visa Application for International Students

1. 基本流程（General Procedures）：

留学生办理签证和居留证件的程序和其他外国人的申请程序略有不同。根据北京市公安局出入境管理处规定，留学生办理签证需要首先前往留学生办公室申请，通过签证办理机构（北京商联国际商务服务公司）的网上申请系统提交学生个人信息，经北京市公安局出入境管理处审核批准后方可领取签证申请表。经过以上程序，留学生可以选择自己持护照及其他材料（含已加盖国际教育学院公章的签证申请表）前往北京市公安局出入境签证处办理签证，也可以付费委托签证代理公司代办。代办费150元人民币/人；签证费用一般为400元人民币/人。办理时限一般在8-15个工作日，留学生接到出签通知后来留学生办公室领取护照。

The procedures for international students to apply for visas or residence permits are slightly different from those for other foreigners. According to the regulations of the Exit-Entry Administration Department of Beijing Municipal Public Security Bureau, foreign students applying for a visa must first go to the International Students Office, submit personal information through the online application system of the visa processing agency (Beijing Business Alliance International Business Service Company, or so called “Shanglian”) and collect the visa application form after the review and the approval of the Exit-Entry Administration Department of Beijing Municipal Public Security Bureau. After the above procedures, students can choose to bring in their passports and other materials themselves (including visa application forms stamped with the official seal of School of International Education) to apply for a visa at the Exit-Entry Administration Department of Beijing Municipal Public Security Bureau, or entrust the visa processing agency (Shanglian) to deal with the procedures. The agency fee is RMB 150 per person; the visa fee itself is generally RMB 400 per person. The processing time is between 8-15 working days and students can come to the International Students Office for collection of their passports once the visa is done.

3. 住宿登记的办理（Residence Registration Form）

外国人在中国境内居住，应当依照法律规定，办理住宿登记。在抵达中国后24小时内，由留宿人、机构或者本人持住宿人的护照、留宿人的户口簿到当地公安机关申报，填写临时住宿登记表。

Foreigners living in China should register their residence in accordance with the provisions of the Law. Within 24 hours after arriving in China, the host, hosting institution or the guest shall take the passport of the resident together with the residence booklet of the host and report to the local public security agency where they’ll need to fill in a residence registration form on site.

如果你居住在首都体育学院的留学生公寓，公寓前台会帮你上传或者更新，只需要及时持护照前往服务台办理即可。

There’s no need for you to worry about your residence registration if you live on campus in the students’ dormitory since the personnel at the front desk will help upload or update your information. You only need to bring your passport to the front desk and ask for a printed copy of the residence registration form.

如果你居住在校外，则必须及时前往居住地所在辖区的派出所及时办理临时住宿登记表，需要同房东携带相关证件一同前往。

Students living off campus will need to take the necessary documents and report to the local police station together with their landlord to apply for a temporary residence registration form.

需要特别注意的是，留学生更换护照、签证或者变更住址，都必须在10日之内重新办理住宿登记，否则将会被视为非法居留。

It is important to note that students who have changed their passports, renewed previous visas or had new addresses shall re-register their residence within 10 days after the above-mentioned changes, otherwise their residence will be regarded as illegal.

4. 关于办理签证的照片要求（Photo Requirements）

需要准备一张照片。要求：2寸，纯白底，近期照片，照片为相纸冲印，无污渍、划痕、褶皱、边框，免冠且不遮挡面部，露出双耳、双眉，不露牙齿，不佩戴眼镜、耳钉、鼻环、头饰、项链，不穿浅色上衣、跨栏吊带类上衣。

Please prepare one identification photo. Requirements: 2 inches, pure white background, being a recent photo, printed on photo paper, with no stains, scratches, wrinkles, borders; no head covering and nothing covering the face, showing both ears and eyebrows; no exposed teeth; not wearing glasses; without ears studs or earrings, nose rings, headwear, necklaces; do not wear light-colored tops or halter tops.

5. 注意事项（Please pay attention）：

（1） 留学生在校学习须持有学习类居留许可，学习类居留许可相关手续办理需要8至15个工作日；一般情况下，须在当前居留许可到期前30天提出办理申请，并预留好时间，准备好所须材料，确认临时住宿登记的信息准确有效，按时办理相关手续。

Students need to hold a valid residence permit for their studies in China, the application for such a permit might take 8-15 working days. Generally, the application must be submitted 30 days before the expiration of the current residence permit. Extra time needs to be spared in order to get all the necessary documents ready, make sure that the information on the residence registration form is valid and go through the relevant procedures on time.

（2） 当留学生发生保留学籍、休学、停学、转学、退学等学籍状态变更，须注销所持的学习类居留许可并变更为停留签证。

Those who have changed their study status in cases of retention, suspension, transfer or withdrawal shall cancel their residence permit for students and change to a stay permit.
